SHiFTERRA is developing a Local Climate Change Action Plan (LCCAP) and Roadmap for the governorates of Qena and Kafr El Sheikh, with support from the GIZ-NSWMP and the EU Green Initiative. The project aligns with Egypt’s National Climate Change Strategy 2050 and aims to assess the current climate context, identify key vulnerabilities and emission sources, and design tailored mitigation and adaptation measures. Through inclusive stakeholder engagement and capacity building at the local level, the project provides a practical roadmap to enhance resilience, reduce greenhouse gas emissions, and promote sustainable development in both governorates.

Integrating Climate Change Considerations into the Programs and Activities of Sawiris Foundation for Social Development, January 2025 – December 2025

SHiFTERRA Consultancy is supporting the Sawiris Foundation for Social Development in a strategic project aimed at embedding climate change and sustainability considerations across all foundation programs and activities. This assignment focuses on conducting a comprehensive analysis of current initiatives— such as multidimensional poverty reduction, economic empowerment, and education—to evaluate their exposure to climate risks and identify opportunities for increased resilience and sustainability. SHiFTERRA’s methodology includes developing tailored strategies for climate adaptation and mitigation, building the capacity of the foundation’s team through specialized training sessions, and establishing a robust knowledge management and monitoring system. The project also involves preparing practical tools and guides for sustainability reporting in line with international standards. TFSC-EGYPT Project, Institutional Development of Standard Climate Change Units and the Design of MRV/M&E System in Line Ministries, November 2024–Ongoing

SHiFTERRA Consultancy, in partnership with a consortium of Integral Consult and ECCSCO, is assisting in the development of standard Climate Change Units (CCUs) and the design of Monitoring, Reporting, and Verification (MRV) and Monitoring & Evaluation (M&E) systems within Egypt's line ministries. This project, supported by the Egyptian Environmental Affairs Agency (EEAA) and UNDP, aims to establish institutional frameworks and operational guidelines for CCUs, enhancing their capacity to support Egypt’s climate change mitigation and adaptation goals in alignment with the Paris Agreement. The consortium is conducting a comprehensive gap analysis and provide capacity-building initiatives to ensure the sustainability and effectiveness of climate actions across ministries.

World Green Building Council (WorldGBC) Sustainable Buildings Scorecard and Action Plan for Nationally Determined Contributions (NDCs) and Policies, December 2024 – June 2025

SHiFTERRA in partnership with Egypt Green Building Council (EgyptGBC) provides consulting services about the Nationally Determined Contributions (NDCs) project to support the development of sustainable buildings policies. The flagship output, the Sustainable Buildings Scorecard for NDCs, launching in Q4 2024, empower Green Building Councils (GBCs) to assist governments in creating ambitious NDCs that fully harness the mitigation and adaptation potential of buildings. Key project components include tailored action plans for pilot GBCs, mapping critical actions and policy recommendations for each country, capacity-building workshops that share best practices, and a global communications campaign.

Tracking Progress in Egypt’s Nationally Determined Contributions (NDC) for the First Biennial Transparency Report, September2024–September2025

SHiFTERRA provides consulting services to develop a comprehensive chapter on tracking Egypt’s progress in implementing and achieving its Nationally Determined Contributions (NDC) as part of the country’s First Biennial Transparency Report (BTR1-Egypt). This assignment, submitted in response to EEAA UNDP’s request for proposal, is in alignment with the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA). The chapter provides essential information, adhering to the Modalities, Procedures, and Guidelines (MPGs) outlined in Article 4 of the Paris Agreement, supporting the Government of Egypt in fulfilling its reporting obligations.

Egypt’sUpdate of National Determined Contributions(NDC2.0), UNDP, 2021-2023

In 2015, Egypt has submitted a report on the Egyptian Intended Nationally Determined Contributions (INDCs) towards achieving the objectives of the United Nation Framework Convention on Climate Change (UNFCCC). Egypt delivered its INDC in 2015 to UNFCCC which was automatically considered to its first NDC after its ratification of Paris Agreement. The objective of this assignment was to develop a climate change technical report that included a review of Egypt’s climate change mitigation efforts since 2015 as well as GHG emission reduction scenarios until 2030 to feed into Egypt’s NDC update to be submitted to the UNFCCC. The work was assigned by the Egyptian Ministry of Environment and UNDP. It was conducted in close cooperation with the Climate Change Central Department at EEAA, key ministries, and partnerprojects.

Egypt’s Thir dNational Determined Contributions(NDC3.0), UNDP, 2025

SHiFTERRA supported the Government of Egypt in developing Egypt's Nationally Determined Contribution (NDC) 3.0. This work built on the foundation laid by Egypt’s First Biennial Transparency Report (1BTR) and serve as a critical step toward enabling the preparation and submission of the Second Biennial Transparency Report(2BTR). Preparing NDC 3.0 aimed to assist Egypt in fulfilling its obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement (PA), while ensuring the development of a robust, transparent, and actionable framework for advancing national climate commitments.

Union for the Mediterranean (UfM) Secretariat, under the Water and Environment Support – Biodiversity and Climate Action (WES-BCA) Programme (EU-funded): Development of the UfM Climate Action Plan(2027–2028),July 2026–Ongoing

SHiFTERRA, in partnership with LDK, is supporting the preparation of the proposal to provide technical and analytical assistance to the UfM Secretariat's Energy and Climate Action Unit throughout the full development cycle of the Climate Action Plan. This includes evidence gathering, policy analysis, stakeholder consultations, drafting the Action Plan, facilitating validation and endorsement, and establishing a methodology for implementation tracking and annual reporting. Decarbonization for Supply Chain in Egypt, European Bank for Reconstruction and Development(EBRD),November 2022–July 2024

SHiFTERRA in collaboration with LDK Consultants prepared carbon footprint and decarbonization reports for 11 upstream and downstream suppliers for El Sewedy, SEKEM, and Alexandria Company for Industrial Packages (ACIP). Furthermore, SHiFTERRA conducted supply chain gap analysis to identify resource efficiency opportunities for two corporates: Egyplast (ElSewedy) and ACIP. Furthermore, SHiFTERRA provided 6 training sessions to the corporates and their suppliers to explain the methodology, present the findings, discuss interest in pursuing implementation of the identified measures, and identify SMEs that are most committed to reducing their greenhouse gas emissions.

European Bank for Reconstruction and Development (EBRD): Climate Transition Programme (CTP), April–May 2026

SHiFTERRA, in cooperation with Ecorys and Greenera Consultancy, contributed to the EBRD Climate Transition Programme (CTP) in Egypt, delivering online masterclasses and an in-person workshop for representatives from 16 Egyptian financial institutions to strengthen their capabilities in climate transition planning and climate risk management. The programme equipped participants with practical knowledge to assess credible transition plans, integrate climate considerations into banking operations, and develop effective climate action plans aligned with international best practices and emerging regulatory expectations.

Preparation of Carbon Footprint Report for Sphinx Glass Factory in Egypt , March 2024–December 2024

SHiFTERRA prepared carbon footprint report to provide an overview of Sphinx Glass’s GHG emissions due to its operations during the period between 1st January – 31st December 2022. The results would guide Sphinx Glass to identify climate mitigation actions for future implementation with the following main activities: • Quantification of GHG emissions (direct and indirect) • Benchmarking analysis with other peer organizations(only if published data available). • Providing high-level recommendation of climate mitigation measures. • Providing recommendations to improve future carbon footprint reporting.

Carbon Footprint Report and Baseline Emissions Estimation, ZeroCarbon, August 2023–August 2024

SHiFTERRA prepared carbon footprint for ZeroCarbon (previously Reliance) waste management facilities in Port Said and Ismailia. This included scope 1, scope 2, and scope 3. Moreover, calculated the baseline emissions prior to the investments of ZeroCarbon. SHiFTERRA recommended the low carbon pathway for ZeroCarbon to reach net zero through innovative climate change mitigation projects.

In light of the commitment of the Central Bank of Egypt (CBE) towards climate finance and applying the principles of sustainable development to the internal activities of the banks, SHiFTERRA supported ABC bank to prepare carbon footprint report for their headquarter (HQ) operations. Bank ABC in Egypt is a subsidiary of Bank ABC (Arab Banking Corporation B.S.C.), a Bahrain-based international bank. Arab Banking Corporation is completely in charge of its operations. The carbon footprint analysis reports on Scopes 1 and 2 as the minimum requirements, in addition to selected emission sources under Scope 3 on a voluntarily basis.

SHiFTERRA conducted a specialized training on the European Union's Carbon Border Adjustment Mechanism (CBAM), a crucial tool designed to support the EU’s ambitious climate goals of reducing emissions by 55% by 2030 and achieving climate neutrality by 2050. This one-day training provided sustainability and risk officers with an in-depth understanding of CBAM, including its calculation methodologies, sector-specific considerations, and its implications for imported carbon-intensive goods such as cement, steel, and aluminum. The session included interactive exercises and case studies to help participants apply their knowledge, preparing them to navigate the complexities of CBAM and support the low-carbon transition in their respective sectors.

Egyptian Banking Institute (EBI): Carbon Border Adjustment Mechanism (CBAM) Capacity Building Programme, August 2026

SHiFTERRA, in collaboration with the Egyptian Banking Institute (EBI), designed and delivered a comprehensive Carbon Border Adjustment Mechanism (CBAM) capacity-building programme for representatives from Egyptian banks. The programme enhanced participants' understanding of the EU CBAM regulation, carbon emissions accounting methodologies for CBAM-covered goods, and compliance requirements. It also equipped participants with practical knowledge to integrate CBAM-related considerations into banking operations, risk management, client advisory services, and sustainable finance strategies, enabling financial institutions to better support clients exposed to EU carbon border requirements.

SHiFTERRA is providing technical support to the Industrial Development Authority (IDA) in Egypt as part of the Global Eco-Industrial Parks Programme (GEIPP). The project focuses on mapping and assessing industrial zones and parks to promote the development of eco industrial parks (EIPs). SHiFTERRA is implementing a step-by-step methodology to review, evaluate, and prioritize industrial parks, thereby enhancing resource productivity and fostering sustainable industrial development. The assignment also includes capacity-building efforts for IDA employees, ensuring they are equipped with the skills needed to effectively manage and assess Egypt’s industrial zones.

Sectoral mapping for greening opportunities in the Egyptian Industrial Sector Preparatory research for PSI II, July 2024 –April 2025

SHiFTERRA supported GIZ-PSI in three different components: ComponentA: This component mapped the Egyptian industrial ecosystem to identify manufacturing sectors with the highest greening potential in terms of direct positive impact, the companies’ competitive situation and market positioning. The sector analysis led to the selection of 3-5 sectors with the highest potential for greening. Component B: SHiFTERRA identified and categorized existing service providers offering green services in the Egyptian market. This component involved understanding their current offerings, identifying gaps, and assessing their needs for technical assistance. ComponentC: Building on the two previous components, SHiFTERRA explored opportunities for collaboration between startups and established industries. These efforts focus particularly on industries where significant green potential has been identified, fostering impactful, sustainable advancements.

UNIDO’s Global Eco Industrial Parks Programme (GEIPP) aims at the scaling up of Resource Efficiency and Cleaner Production (RECP) approaches to the level of eco-industrial parks (EIPs). The GEIPP was implemented in five countries, including Colombia, Egypt, Peru, Ukraine and Vietnam. SHIFTERRA was appointed as National Consultant to support the collection of data on industrial parks in Egypt to feed into the development of EIP Project Document “design phase”. The project components included baseline assessment, review of legal framework, stakeholder mapping, selection of pilot industrial parks, consultation meetings on findings, and training on eco-industrial parks concept and development phases.

Application of the International Eco-Industrial Park Framework for MODON Industrial Cities, Saudi Authority for Industrial Cities and Technology Zones (MODON), Mindsets, July 2026–Ongoing

SHiFTERRA is supporting MODON in identifying and prioritizing industrial parks with the highest potential for transformation into Eco-Industrial Parks in accordance with the International Eco-Industrial Park Framework. The assignment applies the UNIDO Eco-Industrial Park Selection Tool to screen and assess a portfolio of 39 industrial parks across management, environmental, social, and economic performance dimensions. The methodology includes data consolidation, eligibility screening, qualitative scoring and ranking, followed by the selection of three priority industrial parks for detailed site-based assessment. SHiFTERRA is also conducting benchmarking against the International Eco-Industrial Park Framework and identifying gaps, strengths, quick wins, and opportunities related to resource-efficient and cleaner production, industrial symbiosis, governance, and enabling infrastructure. The assignment will conclude with a comparative assessment, park-specific strategic recommendations, and an implementation roadmap to support MODON's Eco-Industrial Park development and replication strategy across Saudi Arabia.

Development of Four EE Action Plans & Quantification of GHG Mitigation Potential of Nine EE Measures Under the NEEAP II, GIZ, Nov 2021–June 2022

The National Energy Efficiency Action Plan (NEEAP II) 2018-2020 (was extended to 2022) of Egypt is the second plan to improve energy efficiency. The main objective of this assignment is to support GIZ-JCEE to develop four (4) energy efficiency action plans and TORs and to quantify the GHG mitigation potential of nine (9) energy efficiency measures under the NEEAP II. This included the following key activities: Review and cluster the 28 EE measures stated in the NEEAP II according to their sector/ stakeholders/consumption pattern/emission reduction possibilities, etc; Quantify GHG emission reduction potential for 9 of the EE measures. Create a set of selection criteria & identify the most appropriate 4 EE measures to be implemented;and Develop comprehensive action plans for the selected 4 EE measures and prepare TORs for an implementation consultant.

Green for Growth Fund Technical Assistance Facility (GGF TAF), Banque du Caire (BdC), October 2024–December 2025

SHiFTERRA partnered with Climate Lens Advisors on the Green for Growth Fund Technical Assistance Facility project in Egypt, focused on empowering a GGF partner bank to enhance its green lending and sustainability framework. This initiative emphasized mainstreaming sustainable finance in Banque du Caire ( BdC) through an integrated approach to climate risk and opportunity assessments. The project entailed establishing a green lending framework, climate-integrated risk management, and sustainable operational policies aligned with the latest global standards like IFRS and TCFD. SHiFTERRA’s role includes support in conducting in-depth materiality assessments, developing tailored green finance products, and capacity building within the bank. Through workshops and training programs, SHiFTERRA facilitates knowledge transfer, ensuring the bank is equipped to manage environmental impacts effectively and capitalize on emerging green finance opportunities, further strengthening its commitment to sustainability in Egypt and the MENA region.

Raising the Capacity Building of the Ministry of Environment and Other Ministries in the Field of Vulnerability and Adaptation, February 2024–August 2024

In light of Egypt’s commitment to environmental protection and achieving tangible results in addressing climate change, the EU Green project within the National Solid Waste Management Programme (NSWMP) was launched and is co financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ) to support the Ministry of the Environment (MoE) represented by the Egyptian Environmental Affairs Agency (EEAA) and the Waste Management Regulatory Authority (WMRA) in achieving the Ministry’s goals in circular economy,climate change,and waste management. SHiFTERRA proposed to support GIZ in collaboration with the Climate Change Central Department within EEAA to enhance the knowledge and skills of the ministry's staff, as well as staff in other ministries, through a series of training sessions which aimedto strengthen the capacity of approximately 30 to 35 participants in the fundamental aspects of climate adaptation.

Supported KfW in the preparation of a Project Concept Document and in contracting of a consulting firm to perform a Feasibility Study and Vehicle design for the Establishment of a Special Purpose Vehicle (Energy Efficiency Fund)in Egypt. The Project Concept Document provided comprehensive background information on energy efficiency in Egypt, conceptual design of KfW EE Fund, and proposed tasks to be performed during the subsequent feasibility study to be tendered by KfW.

GEF Small Grants Programme Egypt, UNDP, April–December 2020

The GEF created the Small Grants Programme (SGP) in 1992 with the explicit aim of developing community-led and -owned strategies and technologies for reducing threats to the global environment while addressing livelihood challenges. Egypt SGP Country Program to date has supported more than 260 NGOs and CBOs with over USD 7 million in grants to 300 projects in Egypt. Dr. Dalia Sakr provided specialist inputs to assist with capacity building and other aspects of project preparation to ensure Climate Change Mitigation considerations are mainstreamed into the new project document for the 7th operational phase. Exploring Opportunities for Industrial Waste Utilization as Alternative Fuels in Suez Cement, January 2024–November 2024

The use of processed waste, known as Alternative Fuels and Raw Materials (AFR), instead of and in addition to traditional fuels like coal or petcoke, is a common best practice globally in numerous countries. However, Egypt’s thermal substitution rate was only 6.4 percent in year 2014. Despite high interest from the cement producers to expand the use of AFR, this has been hindered by multiple barriers including sufficient availability and access to the suitable wastes to combust in the cement kiln with the acceptable specifications. SHiFTERRA collaborated with Suez Cement to explore potential opportunities for utilizing alternative fuels of the industrial waste generated from industrial facilities in proximity to the factories of Suez Cement in Egypt. In particular, the focus was on Kattameya plant and Suez plant in the geographical area of Greater Cairo and Suez governorates.

The new component “Education and Training in Waste Management” was introduced within the GIZ aimed to create the foundations for establishing practice-oriented training opportunities in the waste sector.
